@Kadı just telling you how I see it. 500 mark is just a rough guideline and not a necessity. There have been been numerous instances when users with less than 500 edits have been granted this right based on need, trust and experience. As far as TS69 is concerned, he is experienced and trusted. So I think denying it solely bcoz of less than 500 count should be re-considered. Thank you. From time to time I correct the colors of “incorrectly” tinted coats of arms in the sense of heraldry according to FIAV etc. (for example, the unheraldic or incorrect color “gray” is replaced by the correct heraldic color “silver/white”). It would be nice if I could therefore permanently obtain the right to upload the correct color version of a coat of arms as a new version. Many thanks in advance for a potential extension of rights. As a rough guideline, administrators usually require editors to have made at least 1,000 useful, non-botlike edits or a large amount of justified renaming requests at Commons before they will consider granting the filemover right.
@Monica Bonilla (WMCO): if you only need the flag to make a very little edit it one single campaign page, I don't think granting the flag is sustainable.
